The first one... 150 AP is going to be the most AP on a single item. This would be fine with the downsides, but I'll explain why this doesn't work in a second. The CDR removal is super weird. I could honestly see this on some item some day, but it's going to be a very niche item. The Movement speed however? THIS WILL MAKE THE ITEM UNPLAYABLE. A self-slow makes you easier to kill. Way too easier. 10% ms is boots. You'll literally have to buy boots to have normal ms. Aaaand... The Active... The entire items speaks to be a burst AP item. This active speaks to a support role. It doesn't fit with the rest of the item. Ontop of that, I think you forgot something in the writing. There's no duration. You'll lose 20% of your AP permanently each time you use the active in its current version.
The second item. Strong AD, mediocre Lethality, negative movement being a problem again, negative modifer to crit damage. I don't think the crit damage is reasonable, but you could just not build crit like some AD champs do. The Active... The idea's fine, but... I don't think you realise how much 300% damage on auto-attacks is. Some champions build to have 400+ AD. This'll turn into 1200 AD. Try and think of that on Jinx or Kog'maw after you've already used used all your spells. Did you also know that most spells read damage from when it hits, not when it's cast? Jinx could use ult and then use this for extreme damage.
