Counter Auto Attackers With Frozen Heart. Counter Casters With ....

item 3143 and item 3110 are two items that reduce opponents attack speed based on proximity or interactions (receiving damage from auto attacks). So these are clearly intended as a counter to auto attackers. This got me thinking about a counter to casters in a similar way.

What if there was an item, or two, that reduces enemies CDR by, let's say 5% (reducing targets CDR to a minimum of 0%)?

If this isn't fit as an item, maybe it can find a home in a champion ability.

That's interesting. Could work. Not sure why everyone is downvoting. Especially nice since cdr is so easy to get in the current state of the game.

Banshee's Veil is the major counter item to mages.

Attack speed is also one of the cheaper stats in the game. Abilities are already balanced around their cool downs and the chance people build CDR. Also no ability is guaranteed to hit that is on less than a 4 sec(and that's me being generous after CDR) CD where as its easy to get 1.0 AS (aka 1 attack per second) and many champions can hit the cap of 2.5As and one champion who can double that cap.

Yes I know there are abilities with less than a second CD (Kog's ult) But they are not point and click. AAs are point and click and once fired will hit their target unless blinded at the time the attack was made. Also Silences exist which stop the use of abilities and items which does not impact Attack speed or basic attacks in any way shape or form.

Anyone who's damage primarily comes from casting abilities over auto attacks. Saying that it works significantly well against one champion and minimally, to the point of being ineffective against another can also be said for anyone who builds item 3143 or item 3110. These items are very effective against Kalista, and not very effective against Graves. In the same sense, the item I am describing would be effective against Syndra and not effective against Kassadin. I honestly don't want to say my point again and again, but I feel like I am really not getting it through. the idea isn't to implement this item in order to deal with an ugly problem that currently exists, but to be a different way to deal with a problem that will perpetually exist. There will always be casters who will aim for that extra CDR in order to be extra effective, and by taking a tiny bit of it away from them, you are helping to mitigate some of that effectiveness.

item 3812 delays 15% of damage taken. item 3046 reduces damage received from last attacked target by 12%.

It doesn't work so well for abilities. It could be played around by getting out of range before casting, whereas Frozen Heart is unavoidable.

It would probably be sorta effective against Ryze and other short-range dps mages, but building magic resist would be much more efficient than reducing their CDR.

I think it's funny how all of these comments are basically "Reduces CDR?! No way! Downvoted!"

How come nobody even gives it a thought as to maybe how it could work, but maybe not in the way I have described it so far?

Hmm, so do you think tanks who build Frozen Heart are thinking, "That Ashe is getting a lot of attack speed. If I cut it down by 15%, we win!"? And do you think that Ashe is thinking, "Oh crap, their team has Frozen Heart, I'm worthless now!"?

No, I really don't think so. So your point about this item only being implemented because there is a need to suppress a monster caster is missing on me. And like it or not, this comparison is valid.

What that tank is thinking is, "If I get Frozen Heart, I'll get mana, armor, CDR, and it will help to slightly decrease how often I will be auto attacked."

So in this case, most likely the stats will still be the main draw and the passive will be a useful way to deal with a situation. Or at least that is my goal, which I may not be achieving. For this reason, I do appreciate the discussion, but it doesn't seem like that's the discussion you're interested in. Seems more like you're just saying it won't work, ever, so trash it.

I'm looking for things like, make it scale by level, make it an active effect, give it a small range, make it a debuff that is applied when the target deals damage to the wearer, and it lasts for a duration, ...

If 5% is too much (since this can completely negate runes, masteries, or even half of an item early game), how about if it scales up by level to 5, or even more in this case.

Unfortunately -15% isn't nearly as powerful when they get +40% from 1 item, which most carrys will buy more than 1 such kind of items.

I like the idea though, but I doubt riot would bother implementing it. Given their immediate rework of their initial kassadin concept. Originally he was supposed to steal enemy mana, they quickly rebuilt him from the ground up.
