New Summoner Spell for ADCs?

You know how junglers have their own summoner spell...? well what if ADCs had their own summoner spell that has ADC items that build out of it, like smite items.

Summoner Spell: Marksman's Surge (120-60 second cooldown based on level, holds 2 charges): +15% attack range boost (+100 MAX) for 3 basic attacks (Allows you to hold one HARVEST item)

ADC item build path and options: Tier 1 Poacher's Bow (500g): +6 AD, +50HP, Passive HARVEST: +2 gold and +10 HP on minion kill

Tier 2 (1800g, combine Vamp Scepter with Poacher's Bow): +20 AD, +50HP, +10% lifesteal, HARVEST Green Option: Increase Marksman's Surge bonus range to 20% Blue Option: Increase Marksman's Surge duration to 5 basic attacks but reduce bonus range to 10% Red Option: Gain 50 movement speed on-hit, decaying over 1.5 seconds, for 4 seconds after using Marksman's Surge

Tier 3 (3300g, combine Tier 2 Option with new option) On-hit option: Combine Tier 2 with Recurve Bow - +40% attack speed, +20 AD, +50 HP, +10% lifesteal, HARVEST, Passive: Basic attacks deal 45 physical damage on-hit Crit option: Combine Tier 2 with Zeal - +30% attack speed, +30% crit chance, +20AD, +50 HP, +10% lifesteal, +5% movement speed, HARVEST CDR option: Combine Tier 2 with Caulfield's Hammer - +60 AD, +50 HP, +10% lifesteal, +10% cooldown reduction, HARVEST

EDIT: changed surge duration from 4 seconds to 3 basic attacks. Changed blue option from add 2 seconds to duration to increase duration to 5 basic attacks but reduce bonus range to 10% Changed red option duration to 4 seconds.

If anyone needs a summ spell its supps so they can get decently powerful items that other lanes cant buy till the point that they get nerfed.

It's an interesting idea. I think the attack range isn't a good idea though. Have you ever faced a late game Kog'Maw that knows what they're doing? If you're not a stealth champion, you lose half your health bar before you even get in range to use an ability. I'm not over exaggerating here. That's why RFC only has range on one auto, not every auto. Attack speed would be a better option I think. Maybe even movement speed.

I think just flat AD for tier 2 would be better than vamp scepter, buying lifesteal early should be a choice, not a part of every early/mid game build.

The Red/Green/Blue seems a bit forced as well. Unlike jungle, most ADCs have the same job - kill stuff. Whereas junglers might have different jobs that they're better or worse at - invade, gank, countergank.
