Many times in the past, riot has balanced champions based almost entirely on player perception. Leblanc was strong for ages, but because people thought she was weak lategame they didn't do anything about it. Once she started getting a lot of play and perception changed, they nerfed her.
Minor changes have been made to skins, splashes and models in the past based on feedback. They've never gone back and redone a skin or done real repair work on a model (which is what they should do with royal guard: a skin which is now as ugly as it is ostentatious) but if it comes down to a simple recolor, they're willing to do that.
What they should /also/ do, right away, is fix the expression they've put on all of fiora's skins. I don't know why they want to make her look petulant (headmistress), pissed off (royal guard) or overly aggressive (base), but it doesn't work /at all/. It's not true to her voiceover, it's not true to her fantasy, and it's not true to her backstory. She's supposed to be classy, consummate, and extremely self assured; she should have a cocky smile, not a childish pout or a frustrated snarl. She doesn't snarl "i'll kill you!" when she activates her E, she says, "too slow!" or just fuckin laughs. Her face ought to reflect that
