Why didn't Miss Fortune get the same kind of skin treatment that GP did?

What I mean is, GP's classic skin is now the one that features his lost limb, with Captain Gangplank being the pre-event rework. Miss Fortune, on the other hand, is now canonically supposed to be wearing her Captain Fortune outfit, but her Classic skin is still her being virtually topless.

Why didn't Captain Fortune take the place of MF's classic skin, while making her live Classic skin a Traditional skin? Profit reasons?
