Maybe make him mortal enemies with Gnar? Unique interactions between the 2, Have his ult turn him into a massive killing machine. Plus it's been ages since we've seen champion rivalries. I think the last one was Graves and Twisted Fate if I'm not mistaken(seriously correct me if I'm wrong).

Fun fact: the common visual perception of a velociraptor that people have was a result of Jurassic Park's representation of them. In actuality, velociraptors were about the size of chickens, had tails that made up more than half of their body length, and were covered in feathers. The "velociraptors" in Jurassic Park are really a species called Deinonychus, identical to them in every way except the name. They changed the name for the movie because deinonychus isn't as fluid to pronounce and doesn't sound as intimidating.

A new jg would be sweet. This is a good idea. Id give him a high base ms and as but dont give him a wall hop. Maybe a move like kassadin where he has to cast abilities 3 times to use a skill. I was thinking rend which would cause a huge burst then apply a dot.
