Why isn't Special Ops Caitlyn an official skin?

This is an old video I found, but the concept still looks sick. I would look like a badass sniper trynna eliminate a target from some where up high in a tower in Hong Kong. It could also work for the PROJECT skin line, considering that the PROJECT skin world is inspired by a futuristic East Asian city.
