What's the deal with Sivir?
I feel like out of all ADCs she is the least one I see in my games.

well, sivir has two niches:
The former can be accomplished by about every single adc thx to
, the later is hard to use outside of higherlevels of coordinated play, so generally not really great in soloQ.

AoE crits too, although Jinx kinda has that as well.
She's a team reliant ADC who functions best when everyone has access to voice. Unless you only play 5 vs 5; you won't see her often.

Yes, but she would be much stronger if people knew played soloQ using the "soloQ sivir" playstyle.
Splitpush a lane. Get essence reaver so you never run oom and run 10% scaling cdr so you get 40% cdr. The second all 5 enemies show on the other side of the map, use your ult to run your own minion wave down the lane super quickly and take the tower. Now repeat in another lane.
It's really hard for the enemy team to react to if they are uncoordinated. If both teams are coordinated, then just play normal lcs style sivir. If they are but you aren't, you've lost anyway and sivir wasn't the reason why.
Well, I think the biggest reason for that (and, mind, this is only an assumption and opinion, so, take it with a grain of salt), she's an auto-attack heavy, crit-reliant ADC who primarily specializes in taking leads in teamfights and overrunning the enemy team - though, her early game is somewhat weak-ish.
But, she is actually pretty strong in the right hands either way, so I'm about as confused as you.
EDIT: Going to do a bit more of a thorough pros/cons kinda listing for Sivir
Pros:
Cons:

Pros:
- Strong late game team-fight influence
- Strong clean-up ability
- Good waveclear
- Good skill curve/ceiling (try bouncing your Ricochet off of a Turret to kill a low-health enemy)
- Relatively good mana-efficiency
- Good dueling potential
- Benefits strongly from crit
Cons:
- Weak early game
- Reliance on Controller/Disruptor Supports
- High mana costs
- Last-hitting is slightly more difficult early-on thanks to Ricochet
- Very, very easy to kill early on
- Only reliable personal defense is Spell Shield, which has a moderately long CD
- Ult is not practical outside of group movement or teamfight overrunning
- Auto-attack reliance makes her somewhat less safe than other ADC options
E max solves a lot of her early game weaknesses. It doesn't make her strong - well, it makes her weaker in damage, but it makes her stronger in survivability.
As it turns out a team wide speed boost is pretty strong in comp Ergo, she was played professionally but is not named Lee Sin, so she inevitably got her knees broken in
She is by far the most boring adc to play
Her last direct change was a huge nerf
huh i'd say adc quinn is the least seen at the bot lane. On second thought i've seen sivir less than urgod.
I feel like too much power is put into her ult
She is trash
