What about temporarily giving players a random skin if they already own a champion in the free rotation but have no skins for him/her/it?
This would allow us to try skins in-game before buying them, and should also increase the overall purchases of skins (it's a known marketing device: you give a normally non-free service for free for a limited time, and when it's over there's an increased chance that people will pay in order to keep it).

I think the crafting system they are implementing soon will be there way of letting you try some skins (you get keys/chests after games that let you get a reward which is often skin rentals, but sometimes permanent free skin).
The sentiment is nice, but it's not really required. Skins don't really improve gameplay or anything like that. If you really care to see what a skin looks like in game before you buy it, there are plenty of websites where you can view the models. There are even skin previews on youtube so you can see the particles in action, taunts, dances, etc.
It's not like free champion rotation, where you have to play the champ to really get a feel for it before you decide you want to buy them. I don't see the benefit to this other than giving people who don't want to buy skins a chance to use skins.
