Why does PROJECT Master Yi get a sale?

I thought 1850 RP skins aren't supposed to go on sale. There are a couple of 1850 ones out there (eg Blackfrost Anivia) which I would insta buy if they went on sale, but I herd they aren't supposed to. What makes PROJECT Yi an exception?

Better question, perhaps, is why is he so much more than the other Project skins?
