Adding a hold-down spellcasting option

Sometimes if you're rooted and your flash is up, or if you're playing Evelynn or Karthus on URF you will end up mashing some keys enough that you look like you have Alzheimer's.

I think that league should look into implementing an option in the settings menu to allow players to cast spells and abilities with a hold-down. If we want to take flash for instance, if you're rooted, you may end up spamming flash to run away once cc duration expires, but I think that this isn't necessary, and we should be able to just hold down flash during the root and auto-flash once I can.
