Then after some time , these new champions get a skin added to their collection

But illaoi was denied while Jhin have 2 extra skins

In that case, two possiblities :

Illaoi is slowy becoming the new Yorick, not getting skins and ignored because "something will change" [sg-ahri-3]
Something awesome is awaiting for Illaoi , and it's taking time [sg-ahri-2]

Nothing really strange, Jhin is the most popular and best designed champion of S6.

Illaoi and Sol are the only 2 that really need skins in 2017 anyway, even Taliyah can wait for early 2018.

Illaoi is a token champion, so RIOT can point at one Champion to say "See, we dont sexualise every female champion!", spo they dont really care about that Champion now that its there.

Well, both Yorick and Cassiopeia have gotten skins recently, so I'd wager she's probably either next on the chopping block or pretty damn close. Also, Jhin has only received one skin that Riot had control of: Blood Moon. They had to make a release skin, so they created High Noon. Part of the reward for winning Worlds is choosing which champions get the esports skins for that year, and Bang wanted Jhin. Your point still stands, but I thought I'd mention it.

I think next Illoai skin will be a new ultimate skin. She's a powerhouse tank which can easily 1 v 5 without breaking a sweat. Just like how Ezreal can get a triple kill with his ult, Lux can penta with her ult, Udyr can finish off anything with enough time, Sona has an ultimate which with one Q grants a pentakill. So maybe look forward to Alpha Dreadnova Illaoi? Dark Star Illaoi? Bewitching Illaoi? I don't know, but it has to be at least a legendary skin, I promise you.
