why is it to be released so much later then the Aatox, Garen, and Quinn Bilgewater skins?

Probably the same reason Reaper Soraka wasn't released during last year's Harrowing despite being a Harrowing skin.
Well, it probably got delayed and they didnt want to just ditch their work until later, either that or its just rito doing one of those "Random Skin" throw-ins, like usual, ex: Nightmare Trynd, Lotus Karma, and Punch-Out Lee Sin. Cottontail Fizz is a good example too.
