Build Path: item 2031 150g + item 1082 350g + 250g = total 750g

UNIQUE - Passive: Increases all healing received from potions by +25% each time, upon gaining a bonus potion. UNIQUE - Passive: The carrier of this item stores all potions inside this item, and gains +1 bonus potion each time after using all potions and returning to base. Loose 2 potions upon being killed. UNIQUE - Passive: Gain additional health for the amount that you heal from potions.

sounds good It seems like it might encourage turtling in mid lane since someone with this after a back or two you could never get them to leave.

Not necessarily. It can be useful for anyone, who has a rough early game. Gives the ability to sustain better.

It's only focused on AP champion so it's fairly limited... and tbh it's not worth to buy, other than Singed...
