What about one that gives tenacity? Each one taken gives X% tenacity to all members. Works well against teams with high CC, not so much against those without it. Works nicely for teamfighting and doesn't infringe on other dragons at all.

Riot seems to want faster-paced games. And they also want people to fight after the dragon. This dragon isn't something I would want, in fact it is sometimes worse than wind dragon.
Or we could buff the wind dragon, maybe to give a small amount of attack speed?
