Work on Victorious skins should start in October and deliver in new season
This way Riot would avoid disappointment in chosen champion and maybe even skin quality. Hear me out!

Champion that gets Victorious skin should be one that shines that season. And it's not possible to guess who will be meta at the beginning of new season, when work on new Victorious skin begins. That's why work on it should start at end of season, like October, when not much will change. This gives few month to work on concepts, models and textures before new season starts when skin should deliver, in new season. This way we avoid disappontment in chosen champion like now when we got Graves who was meta only at beginning of season (when Riot probably picked him) or last season when we got Maokai.

Victorious skins are (in my opinion) skins that are the closest to playerbase. This means that players try hard to get them, so why not include players in some decisions? My dream workflow on Victorious skins would look like this: -- Riot pick 5 champions that they think was the most important that season -- on October 1st Riot announce on client and News pages a vote poll, something like thay done with charity -- players have whole month to vote -- at end of October the poll is closed and Riot start to work on Voctorious skin for the winner. They do whole work, like always, concepts and everything. -- after preseason they reveal they work and everything from now on is the same as now.
By getting to Gold players not only get a skin but a champion too, which force them to include him in their champ collection and some players don't want always like specific champions. By voting we reduce number of these players as the mayority wins and we are sure this champ was heavy used during season so there is high chance most players are familiar with him.
