Ok so first thing I gotta nitpick is the double build path. Usually that kind of stuff is just straight up OP. For example, a little while back you could freely swap between Ravenous Hydra and Titanic Hydra. What this caused was people building up to Titanic Hydra, and then swapping it for Ravenous Hydra later. This was because Titanic Hydra has a very nice build path, including damage and Health. People could get the benefits of Ravenous Hydra without having to suffer through the poor early items that build into it.

Ok so that passive. HOLY F*#^ it's OP. Do you understand that to have a 100% uptime on it you would just have to auto attack 3 times per 5 seconds? The auto attack dodge built into Jax's kit is one of his strongest tools, and having that be available on EVERYONE permanently? No thanks. Also, for this cost range, it would just be a must buy on every champion.

Then the active. It's just not worth it. 30% MS for 3 seconds, it's not that it's insignificant, but no one will buy the item for the movespeed. It seems kind of just tacked on there.

So, there is one major issue with the dodge mechanic: it's duration. 5 seconds will allow adcs with any decent attack speed to dodge permanently. And ADCs are one of the few/only people who would build this. A reduced damage for ~1 second is better. This can then be tailored to high attack-speed & crit champions who need some defenses.

I also noted that you lose stats from zeal. (I might change it to a Cloak of Agility.)

It's a good idea, but needs some work. Maybe take a few weeks to research similar items and refine, then repost the idea. (Don't try to edit this post.)

I might also change the title to the name of the item, and a tag "custom item" or something similar. (Then people can get an impression of the theme of the item before they click on the post.)

So you'd have permanent evasion?

Extremely op for adc

Listen, I know exactly what you are trying to get across. However, I don't think you read through those stats well enough. Also, who do you intend this item to be for? Armor for tanks? Passive for adc? I'm not sure. So, work on that build path. I'm going on the assumption that this is a fighter's item. Tanks don't necessarily need to dodge attacks and deal crit. Fighters could use it. The move speed is fine, the crit is okay, and the armor is way too much. Lower that to about 60 or change the price. The passive needs a rework to more of a pantheon passive. (Seriously, you can shoot off 3 autos within 5 seconds, meaning you will never be touched by one auto). How about every 5 attacks you dodge the next auto or ability, including crowd control. Drop the move speed active all together and you have got yourself a fighter worthy item that's balanced better than the original.

its kinda op.

i think "dodge" stats are not really good for the game. but about the item itself: i think the mixture of armor, crit and ms is kinda weird, makes this item specifically made for adcs and would make absolutely every adc build it as it not only counters enemy adcs, but also assassins. and as said above, an adc will be attacking way more than 3 times per 5 seconds, without a cooldown it takes its brokeness to another level. not only that, but its also really cheap considering the passive and active.

so to resume:

1- its obviously intended for adcs, who just got all the items they needed.

2- the only way to kinda balance it would be making the passive "every 3rd basic attack you make, you dodge the next basic attack, within 1 second, from an opponent"

3- doesn't really need the active and 3 seconds is kinda a lot.

So, make it a generalist defense item (no ad, crit or ap) with that changed passive, add a cooldown and i could see it being kinda usable, even for junglers.

Yeah, let's re-introduce dodge as a stat. Dodge runes come back
