Lore
The first thing we saw was the fog.
Deep, impenetrable fog as far as the eye could see. The sailors on-board cursed. Some swearing about the oncoming precipitation, some due to navigation issues, but all silently swore a prayer to themselves.
When we entered, everything was going smoothly. The water splashed lightly against the sides of the boat, and the sailors kept to their posts, keeping a close eye on the waters to avoid potential disasters.
Eventually, however, the Shadow Isles came into sight. The sailors lament filled the fog around us, the fear so thick you could almost cut through it.
We stopped just short of the shore while the captain tried to get some idea of where we were, and how to get back on route after escaping the fog. It was then that I suggested a quick excursion to the shore. The sailors on-board all swiftly shot down the idea, telling me it was suicide, that the Shadow Isles were a place to be feared and we needed to leave quickly.
I never truly believed the Shadow Isles existed before this moment, but my drive had brought me looking, to see my goals completed. In the end, I convinced one sailor to row us to shore in a rowboat.
Once we pulled the boat onto the rocks, he told me he was staying there. “Ye’ can explore to yer hearts content, but ye’ can do it yerself.”
Nodding, I set out onto the shoreline to behold a world filled with beauty of a different kind. I felt fear and an urge to turn back, but I had come this far out of desperation.
With a courage I didn’t feel, I walked deeper into the heart of the Shadow Isles. The deeper I went, the more beautiful and ghostly things became. The sounds around me were horrifying, yet at the same time I understood that this was the essence of this place.
That I was the intruder.
Shortly after I found myself on what appeared to be an altar, in front of a throne. A figure sat upon it, and around the circle were four figures clad in robes.
“Why," The voice stated, an authority older than time lying behind his ghastly voice. "Have you come before the King of the Shadow Isles.”
“I have come seeking strength, one King to another.” I replied, hoping that my voice wasn't shaking with the fear I felt.
The chuckle that emanated from the darkness of his throne shook me to my core, “You are nothing but a Ruined King, fallen from your throne.”
I bit my tongue down, avoiding a foolhardy reply, “That may be, but I still seek the strength I need for my Kingdom. There has been.. conflict.. in Valoran.” I stated with a pause, catching the attention of even the robed figures. “I'm seeking the strength to join that conflict, and affect the outcome to my desires.”
A sudden fear filled me to the point of near panic as the Shadow King leaned forward in his throne, “Do you dare ask for power in return for nothing?”
Compose yourself, I thought. Speak like a true King, one last time. “If the rumors are to be true, taking that power has quite the risk, does it not?”
He leaned back, silent for a moment, before letting out another horrifying chuckle. “Very wise, Ruined King. The power I offer corrupts those who wield it, turning them into those who roam the Shadow Isles. Do you still wish to gain this power? If you retain your humanity, then I will let you leave to do as you please."
I nodded, gaining what looked like satisfaction in his posture. "You will gain power this day, then, but whether your humanity remains..”
I heard nothing else as his sorcerers began their chant, binding me in frigid chains against the altar. Darkness seemed to seep into my being from every direction, and I screamed in agony as I felt it trying to wipe the core of my being aside.
After what felt like an eternity, the chains slipped back into the ground and the chanting stopped. The King of the Isles looking down upon me from his throne. Whether from curiosity, or just because I was there, his shrouded face would not tell. “How do you feel, Ruined King.”
I stood up, feeling a vigor through my body as I saw my ripped clothing. Dark tattoos spread across my skin in a pattern, and I felt, more than saw, the horns that had grown in my skull.
Looking up at the throne, I felt more secure. The new strength reignited my desire and confidence, “I retained my humanity.”
“Pity,” he replied with a wave of his hand. “Leave the Shadow Isles, then. Do not come back.. without the intention to stay.”
Giving what I considered a quick bow of respect, I turned to leave, only to find a Sorcerer blocking my path.
“A blade, worthy of your name.”
I saw she was holding out a sword, and I gripped the hilt, looking into the darkness of the Sorceress' hood before walking away with it, back toward the shore. To my surprise, the rowboat was still waiting, and the sailor still there.
Without a word, we went back to the ship. I passed out on the deck, and when I awoke, found that I could see the coast of Bilgewater in my view. The sailors working busily all around me as I awoke. Some time later, we reached the docks, only to find Ezreal waiting, a look of shock on his face.
"Neskus? Is that you?" he stated.
I looked down at myself again, forgetting my new, less human, appearance.
"Yes, i took a trip to the Shadow Isles. I came back with more than i expected."
“And.. are you still..?” Ezreal stated warily.
“Aside from my new look? Intact and human.”
I took a step back as he raised his arm, “Where is the crew of your ship, Neskus.”
My shock turned to relief as I turned toward the ship. “What are you talking about Ezreal, they’re ri-“
I froze as I turned back to the ship, realizing that what I saw wasn’t the crew.
It was their ghosts.
A new sensation started to build in the air around me, and I turned to see Ezreal preparing magic. “We'll find out if you're truly the person I met months ago. Let's see these new abilities, and decide if you're really still human.”
The blast shot out, the noise of it echoing across the ocean water as it rushed toward me. Without thinking I turned to smoke, and reformed myself a moment later.
No, not smoke, I thought. Fog.
Gripping my blade tightly in hand, I rushed forward to meet Ezreal head on.
A barrage of missiles flew my way, and I repeatedly turned myself to fog as I moved to avoid the blows. Upon getting closer I paused, seeing Ezreal build up more magic in one blow than he’d used so far.
I slammed my fist into the dock, releasing an explosion of fog throughout the area.
Feeling what I needed to do, I felt myself shift through the fog, behind him, and put my blade against the side of his chest.
The fog quickly dissipated, and I watched as Ezreal quickly lowered his hands.
“Do I pass?”
Ezreal managed to look only mildly angry. “You pass,” he started. “But that doesn’t excuse the fact that you paid for that power with the lives on that ship.”
I sighed, sitting and leaning back against a nearby pole sticking out of the dock. “What, then, must I do to be worthy of their sacrifice?”
At once, his look changed again. He still had a slight anger, but also looked as if he felt my pain. “Use that power for something better. Save lives, join me on an exploration or two.. but don't become one of those things from the Isles."
Looking down, I resented going to the Shadow Isles. I hoped, perhaps beyond hope, that this power would be enough to help in the fights ahead. That it was worth the price in lives, and the future costs as well.
A hand entered my vision, “It’s a long trip to Shurima, care to join me?”
I smiled slightly, grasping his hand and stood back on my feet.
A long journey indeed.
“I am no longer worthy of being a King, Ezreal. That figure on the throne was correct about one thing. I am, indeed, a Ruined King.” Neskus, on the journey to Shurima.

After obtaining his power on the Shadow Isles, Neskus became far more agile. His attack speed increases by (10/15/20/25%) and when moving through Fog (or becoming fog himself) he moves 5% faster.
Q - Relentless Swing Range: Self, Cost: 55/60/65/70/75, Cooldown: 16/15/14/13/12 Passive: When Neskus basic-attacks a target he deals (.4/.8/1.2/1.6/2%) Current Health damage (+2% per 100 bonus AD) as bonus magic damage. Active: Neskus increases the accuracy of his swings and targeting wounds previously dealt to an enemy. His basic-attacks deal (.4/.8/1.2/1.6/2%) of their missing health (+2% per 100 bonus AD) as bonus magic damage for 3 seconds.
W - Low Density Range: Self-Cast, Cost: 65/70/75/80/85, Cooldown: 26/23/20/17/14 Passive: Increases movement speed by (1/2/3/4/5%). Stacks with the bonus gained from passive, when moving through/becoming fog. Active: Neskus becomes low density fog, becoming untargetable for 2 seconds.
E - Rules of Engagement Range: 475 (Dash), Cost: 75 (at all ranks), Cooldown: 18/16/14/12/10 Active: Neskus dashes toward a designated area, dealing (70/85/100/115/130) (+75% bonus AD) physical damage to enemies with his blade, and leaving behind a trail of fog across the area he dashed, leaving a slight trail if he continues moving. The ability can be reactivated within 2 seconds to move back through the fog to his original location.
R - Shadow of the Isles Range: 575 (Radius), Cost: 100, Cooldown: 120/100/80 Active: When activated, Neskus creates a large area of fog surrounding his location for 5 seconds. The fog is so thick that enemies remaining inside it take (75/150/225) (+40% AP) magic damage per second, and are silenced for 1 second upon initial contact. Additionally, inside the area of fog, the attack speed bonus from his passive is doubled, and you may use Rules of Engagement to move to any location within the fog radius.

Updates
Abilites Switched most abilites (that made sense) to AD scaling. Ult still scales off of AP (purely magic based no matter how you look at it), but has a higher base damage to make up for it. The utility of the ultimate still fits into the kit, even with ap scaling (think of hextech gunblade as a potential item, for example, or just build flat AD/tank and still get a good use out of the ult).
