Kylum - The Revolutionary

There is no peace where there is security, and There is no security where there is peace. As long as security exists, peace will not. If peace is to be achieved, security must not exist. Or is security necessary? Necessary for what purpose? Maybe there could be a thief, or a murderer? Do know that peaceful people do not commit thievery or murder. But what if it did happen? Trust the people, and there will be no taking. Or is there distrust among the people? Let's say somebody did commit to thievery. Was this not a person who was to be trusted not to take? But they did take. And then distrust begins. One person takes, everyone suffers. A day later, three more people steal. Then three more. Why are people stealing now? Are people hungry? Missing out? Threatened? Either somebody cannot keep up with the rest of society, And has failed society, Or society has failed them. Either way, society's systems did not accommodate or adapt to the needs of those who started taking. And those who are privileged last the longest, holding on to both the resources and the power longer. It may be the rich, the poor, the governing, the governed, or anyone in between at fault for these problems. That's what you might say. I will say that it is the system's fault, and society must change to change the system. That is why I have no rules. Yet, I follow a code. Call me naive, But I will always live according to this one belief; That a brighter future is still possible for the both of us. Remember: There is no peace where there is security, and There is no security where there is peace.
So there's a little background I whipped up from the top of my head. I'm aiming for a guy who places morals ahead of the law, and wouldn't mind breaking even minor unjust laws to promote an ethical alternative. Kylum has no clear alignment, and is caught between the crossroads of pacifism and violence (he's a Mage/Support). Kylum tries to keep a high ethical standard, and he will base his alignment on whoever he thinks is doing the "right" thing, even though he knows that neither side, nor his, may be clearly "right" in any regard (more like he sides with whoever is "less bad"). Kylum thinks that righteousness is bs, and won't be corrupted by it like the Demacians. "Justice is not just without mercy". Taunt quote anyone? :D
Kylum
Philosophy: I main Ez, but I like playing support. I also like hand magic. Just a lorebuff, Kylum is pretty athletic, too. He's an average parkourist. So think of Kylum as an AP Ezreal with support potential. Also, I like on hit items, so I based Kylum's skills off of item synergy. You could build non-AP on hit items, but your Q wouldn't deal any AD damage, and you would be missing out on your passive. I can't give any recommended builds, because there are a lot of items for this character that you could mix and match with, unless you just go full AP.
Kylum's Weapon: Hextech Wristbands As a lorebuff, they can discharge spell effects that were charged into them. In the game, they would be the effects from the items and any buffs/debuffs received. For example, if somebody cast Ardent Censer on you, the 30 magic damage effect would be charged into your wristbands, and your skills would take advantage of it. The wristbands give Kylum's magic a blue/green/turquoise colour.
Kylum's Physical Description:
- Human
- Semi-dark brown hair, medium length/semi-wavy
- Green or hazel eyes
- 19/20 years old
- 5"5, if that helps?
- Piltover clothes?
- Visor goggles? You know, like ski goggles? On a skin? That'd be pretty cool.
- A jacket? Either a collar or a hood? Not sure.
Skin ideas: Riot Kylum: Dressed in a Piltover Police Department jacket, and wields a hextech revolver, which would be used for basic attacks and maybe his Q. Quite an ironic skin, I must say. Arctic Ops Kylum: Because he will look cool. If Riot finds inspiration in this champion idea, this skin would make for a nice January release of Kylum. Any ideas in the comments?
Stats (based off of wiki version of LoL stats): Basically, I just chose some things to increase/decrease proportionately to Ezreal's. A little more health for a little less mana, etc. Mage / Support Health: 508 - 1936 Health Regen: 6 - 15 Mana: 295 - 1022 Mana Regen: 8.9 - 21 Attack Damage: 40 - 80 Attack Speed: 0.625 (+0% - 47.6%) Armor: 23 - 85.4 Magic Resistance: 30 Movement Speed: 325 Range: 575 Yes, his attack range is slightly better than the average ranged champ, because he has a lot of safety in his kit, although it's not much and barely recognizable, especially compared to champs who have range buffs like Kog'maw.
Passive: Nameless hextech-wristbands-discharge-magic nonsense Deal 30% Ability Power bonus magic damage on hit.
Q: Nameless throw magic Passive: Attacking a minion or monster increases attack speed by (6% / 7% / 8% / 9% / 10%) for 5 seconds, and stacks up to 3 times. Does not stack while on cooldown. Active: Throw a bigger basic attack at target location that deals (50 / 60 / 70 / 80 / 90) magic damage to enemy champions it passes through, applying any basic attack on hit and multi-target projectile spell effects. If no enemy champions were hit, a cooldown effect is applied for (14 / 13 / 12 / 11 / 10) seconds, and an area (75 radius?) of magic is placed on the ground for (2 / 3 / 5 / 7 / 10) seconds, which deals this ability's damage and on hit and AoE spell effects to the first enemy champion and large monster stepping on it. This spell can be cast while moving? (Questionable mechanic, discuss in comments) Projectile Range: 750. Projectile Speed: 1000. Mana Cost: (6 / 7 / 8 / 9 / 10). Cooldown: Attack Speed.
W: Nameless buff Passive: Nearby allies have +(30% / 35% / 40% / 45% / 50%) Health and Mana Regen (450 radius). Effect is disabled while on cooldown. Active: Target ally or self receives +300% Base Health Regen for (6 / 7 / 8 / 9 / 10) seconds, and deals your on hit and AoE spell effects to nearby enemy champions (within 450 range) every 2 seconds. Casting Range: 575. Mana Cost: (50 / 55 / 60 / 65 / 70). Cooldown: (24/23/22/21/20) seconds.
E: Nameless parkour. Passive: Nearby allies +(2% / 4% / 6% / 8% / 10%) Movement Speed. Effect disabled during cooldown. Active Kylum flashes 450 distance. Mana Cost: (90 / 80 / 70 / 60 / 50). Cooldown: 15 seconds.
R: Nameless hextech-makes-magic-easier nonsense Passive: Summoner Spell cooldowns -(70% / 80% / 90%). This applies after Summoner's Insight and Distortion. This effect does not apply to Smite or Clairvoyance. Toggle: When activated, each time you hit an enemy, Summoner Spell cooldowns are lowered by (0.5 / 1 / 1.5) seconds, and stacks until 10 seconds have been reached. This cooldown reduction will be effective the next time one spell's cooldown activates. When toggle is not active, the stacks are applied to Q's cooldown.
Btw, Kylum is a little bit based off of a mix of a few characters I have in my imagination from other franchises and my own ideas. I am entitled to an imagination! Also, if I ever write a novel, the protagtonist would be similar in character and appearance to Kylum, and would likely have a K name.
Comment your thoughts! Suggest changes. There were a lot of revisions to Kylum. I put a lot of care into this idea. I also have a lot of confidence that the balance is great, despite people are probably going to object to that ult. The info was sitting on a wordpad file for months, so I posted everything now, before Riot makes a champ just like him and takes my idea.
