Passive - Dread: Standing still or channeling for 1.5 seconds grants Fiddlesticks 25/30/35/40% bonus movement speed, that lasts for 1.5 seconds once he starts moving. Being immobilized will not trigger Dread, and will reset the timer.

After 5 seconds of not moving, Fiddlesticks will stand completely still and become a Scarecrow, which appears to have max health. If Fiddlesticks is attacked after becoming a Scarecrow, his disguise breaks and he causes his attacker to Flee for .75/1.25/1.75/2.25 seconds.

Q - Dark Wind: Fiddlesticks throws a crow in a target direction that can bounce between Scarecrows in range, up to 3 times, dealing magic damage to all enemy units in it's path, with each bounce and silencing them for 1.25 seconds once.

W - Pareidolia - Passive: Fiddlesticks stores a Pareidolia charge periodically, up to a maximum of 2 at once.

Active: Fiddlesticks places a Scarecrow on a target location that grant sight around them. Fiddlesticks can have up to 4 placed at a time.

Scarecrows have 3/6/9/12/15 maximum health and can only be damaged by champion basic attacks (2 damage from ranged and 3 from melee)

E - Drain: Fiddlesticks tethers himself to the target enemy and channels for up to 5 seconds. While channeling, Fiddlesticks deals magic damage each second, and healing himself for a percentage of the damage done.

If the target breaks the tether by moving out of range, Drain ends immediately. However, Fiddlesticks's Drain will connect to a near by Scarecrow and then reconnect to the target enemy, so long as they, and Fiddlesticks are within range of the Scarecrow, or series of Scarecrows.

R - Perdition: Fiddlesticks is replaced by a Scarecrow and all Scarecrows, or series of Scarecrows in range of Fiddlesticks become untargetable. After 1.5 seconds, Fiddlesticks will blink to a target Scarecrow within range, or series of Scarecrows in range. When Fiddlesticks blinks to the target Scarecrow, he replaces it. Fiddlesticks cause all enemies near him to Flee for 1.5 seconds and with a murder of crows flying wildly around him for 5 seconds, he deals magic damage to nearby enemies each second.

I can see what you're trying to go with, but allow me to share my criticism on some of this concept's problems.

  1. That's way too much movement speed boost for just his Passive. Have it around 15 / 16 / 17 / 18 / 19%.

  2. Why switch around his abilities? Why make his E his Q and why make his W his E? They're fine the way they are. It just makes it confusing for Fiddle mains since they're use to having Drain on W and Dark Wind on E. If you're going to switch them around, there has to be a specific reason on why it needs to be switched around.

  3. His new W, Paranoia, could've fit as part of his Passive than his W, like it could be an exclusive ward for Fiddlesticks that interacts with his abilities. Also the health on his scarecrows are way too low, considering that just one hit can break them down, no matter how many he places around him. Does the scarecrow act the same way as wards, like going into stealth mode, or are they like Gangplank's Powder Kegs except they don't do damage unless you interact with it? What's the cooldown timer and mana cost to put down a Scarecrow at a time?

  4. The name Paranoia is Nocturne's Ultimate. Fiddlesticks Passive was once called Paranoia until Nocturne came and claimed the name for his ult. Riot can't allow champions to have the same names for different abilities otherwise it would cause confusion.

  5. Let me see if I can get a grip around his new Ultimate: Once activated, Fiddlesticks will be replaced by a Scarecrow, and during that time, all Scarecrows will become untargetable for 1.5 seconds. He can blink to any nearby Scarecrow and fears any enemy champion for 1.5 seconds while having Crowstorm activated for 5 seconds. How big is the range in blinking to a nearby scarecrow? Can it be canceled in case enemy champions are expecting him to pop up, even with the AoE Fear? What can he do if most of his Scarecrows are all down before he could initiate?
