Riot, how do you choose which champions get skins??

Generally players think Riot give certain champions skins for profit, in that because the champion is popular the new skin will be purchased all that much more.

My gripe with that is how much money would that bring in?? I mean with how much Riot already has, the success of 1 skin must be quite insignificant.

So how does Riot choose their skins??? Why don't certain champs get skins for literally years when other champs get skins every 6 months??? What is your process??

Popularity is a factor, current events are a factor, they have to fit thematicly tho (like Azir perfectly fitted(?) for this years Luna Revel), date since last skin release matters aswell. Oh and also how easy it is to make a skin for a certain champion. It's way more easy to make a skin for, lets say, Lux than it is for, idk, Rek'Sai maybe.

But yes, general speaking: Popularity equals in more skins.

Unless it is a standalone skin there is always a thematic already laid out and Riot just adds champions that fit that thematic, of course popular champions get chosen more often.
