Saali, the Field Medic [Support/Marksmen Champion Concept]
I've made a thread like this before, defining the core mechanic for the character and a kit that was just slapped together for an example. However I've refined the concept and made it a lot less clunky and makes a lot more sense.
The lore of this character isn't all that important, but I feel that the kit I have designed would best fit a medic from Zaun, and to give her tie-ins with other characters which would fit her theme, using a weapon designed by the pre-augmented Viktor. She is intended to be a middle-aged woman, as to give her a past with some characters like Viktor. She also provides an example of what research Prof. Stanwick used in order to revive Urgot. The name does not matter either, it is simply Finnish for "pity", which i feel fits the character well.
It will be mentioned beforehand that this kit draws many inspirations from old Kog'maw's W, however is designed to disallow what made old Kog'maw so attractive to scripters and unhealthy in the jungle.
So let's introduce the kit, starting with the ultimate because of how it affects the rest of her kit.
R: Form: Techmaturgical Destruction Bow In this form, Saali is allowed to use basic attacks on enemies within range and is available at level one. Switching into this form grants Saali and empowered auto attack which doubles the effectiveness of her passive on the next basic attack, scaling with level. R: Form: Techmaturgical Protection Bow In this form, Saali gains increased attack range and is allowed to use her basic attacks on allied champions within range. Switching into this form applies two stacks of Saali's passive on the next basic attack. Additionally, Saali cannot attack enemy champions, any minions or neutral monsters in this form.
Switching forms grants Saali % attack speed for a short duration, scaling with level. Basic attacks reduce the cooldown of either form by a flat amount. Upon starting the game Saali is in Form: Techmaturgical Protection Bow, switching forms is available at level one and costs no mana.
>Notes: 15s cooldown.
P: Well Placed Bolts While in Form: Techmaturgical Destruction Bow, Saali's crossbow deals 50% reduced attack damage. Instead, her crossbow deals a percentage of the targets maximum health, scaling with level, as on-hit magic damage, capped at a maximum against minions and monsters. Additionally, Saali cannot critically strike.
While in Form: Techmaturgical Protection Bow, Saali's crossbow deals no damage, but heals targets for 25% base attack damage and 10% ap, and provides a shield that is a percentage of the targets maximum health, scaling with level, stacking up to five times. Stacks last 10s and fall off one by one. Additionally, each basic attack consumes mana. If Saali has no mana for a basic attack, she will be unable to use basic attacks.
In this form, on-hit magic damage effects such as Spellblade or Nashor's Tooth will heal the target for 10% effectiveness. Any other non-magical on-hit effect will have no effect.
>Notes: It's not like you would build crit anyway. I'm not sure about the interaction with Runaan's. Would that be too overpowered?
Q: Techmaturgical Barrage Passively grants Saali increased attack speed and bonus effectiveness on healing and shield (2% per rank).
Once activated, Saali gains 200 increased attack range and increases the attack speed cap for Saali to 3.5 for the duration. Additionally, passive bonuses granted by this ability are doubled for the duration.
>Notes: The passive attack speed gained by this ability should be enough to make buying every on-hit item a waste of gold, and at rank 5 increase her attack speed above 2.5 as to not waste any power of her kit.
W: While in Form: Techmaturgical Destruction Bow, Saali can cast Malpractice. Upon activation, Saali's auto attack timer is reset and she dashes a fixed distance of 400 units which can go over terrain. Her next basic attack will deal bonus magic damage scaling with AP and slow the target for a short duration. Casting this ability decreases the cooldown of Form: Techmaturgical Protection Bow by 50%. While in Form: Techmaturgical Protection Bow, Saali can cast Flare, Upon activation, Saali uses her crossbow to fire a flare to the target location. Allies in the area of effect of the flare gain increased movement speed. Enemies in the area of effect are slowed. While in the area of effect, Saali's basic attacks cost no mana. >Notes: This ability is pretty straight forward. Duration and damage could easily be toyed with for balance purposes.
E: While in Form: Techmaturgical Destruction Bow, Saali can cast Gangrene. Once cast, Saali's next basic attack is empowered and deals bonus magic damage and applies a damage over time effect, both scaling with AP. She also applies Grievous wounds to the target for the duration While in Form: Techmaturgical Protection Bow, Saali can cast Paralysis. Saali fires a special shot in a line which stops at the first enemy hit, stunning them, applying magic damage scaling with AP, and increasing allied movement speed when moving towards the target. Hitting Paralysis on an enemy resets the cooldown of Form: Techmaturgical Destruction Bow. >Notes: No notes. Straightforward.
Summary: Whew! That's a lot. Saali relies heavily on basic attacks, and so has the option to go windspeaker's blessing or fervor of battle depending on what she wants to do for that round. As you can see, Saali does not benefit from building any attack damage or on-hit physical damage and her attack speed cap increase, as well as her range increase, is less than old Kog'maw's.
Builds:
Support Saali would have a lot of options and flexibility to go exactly what her team needs with a wide choice of boots that all synnergize well with her. I think runaan's hurricane applying the shield on multiple allies would be too much, but I'm not sure considering how weak a single stack of the shield is, but I've excluded it from this example build for that reason.

Saali mid or topwould occupy the same niche as Kayle, obviously. But if you build her for a solo lane, you're going to be missing out on about half her kit, so...

Even though the lore is a placeholder to fit the kit, some interactions she could have (to demonstrate her character better) with other champions are:
Taunting Enemy Viktor: "What's happened to you? You used to care about people." Taunting Enemy Jhin: "The only thing beautiful about what I do is the lives of the people I save." Taunting Enemy Soraka: "You did the right thing, Soraka. You can save so many by killing one." Taunting Enemy Vayne: "We have a similar goal, Vayne." Taunting Enemy Taric: "Were the lives of your squad beautiful, Taric?"
