I'm curious as to /when/ it would most likely see the light of day
after Worlds? early next year?

I actually thought it was going to be in July. Both of the Ulti-skins were announced in July of 2012/13 so we thought that July 2014 would be the time for that.

Also, my bets are on sometime towards the end of the year. Maybe. That's pretty much an univested shot in the dark on my part.
At C2E2 they said they aim for one a year. They'd love to make more but they feel it puts quality at too much a risk. Its all about if development and concept play nice. I would bet RP they're already making one right nao .EDIT: hints
I would say after Gnar is release the ultimate skin would hit the pbe, but this is only my speculation.
