[Champion Concept] Ruxin, the Noxian Fox
I would like to introduce you guys to one intense yordle. Ruxin, the Noxian Fox, is a tanky yordle that makes Poppy's passive look like a joke. This yordle has impressed the Noxians enough to represent them on the fields of justice. He is a brute of a yordle, but is as sly as a fox. His intelligence could rival Heimerdinger based on his untraceable wealth. His riches have earned him a shield of unmatchable girth... For a yordle.
I know that canon is broken. I am beginning to not care about this game's lore because Riot does not care about its lore.
The Kit (so far):
**[Passive] ** Ruxin has 5/10/15/20 armor and magic resist while holding his shield and additional movement speed and attack speed while not holding his shield.

Second Activation: Ruxin dashes to his shield to pick it up.-Type: Skill-shot -Amount(Damage): 25% Attack Damage -Debuff Type: Slow -Debuff Value: 29/33/37/41/45% -Duration: 1.5 – 2.5 seconds, depending on the distance that the shield traveled. -First Activation Range: 400 – 1000 -Second Activation Range: 700 -Cost: 60 Mana -Cooldown: 15 Seconds -Target Type: Location -Shield of the Ram is a linear, pass-through skill shot. -Missile Speed: 1600 -Applies spell effects as an area of effect ability. -Spell vamp is reduced to one-third effectiveness. -Rylai's Crystal Scepter will apply a 15% slow. -Spell shields will block the ability. -Shield of the Tyrant grants a brief instance of sight when it hits the ground. -If Ruxin attempts to cast Shield of the Tyrant below the minimum range, Ruxin will throw it the minimum distance units in the direction of cast. -If Ruxin attempts to cast Shield of the Tyrant beyond the maximum range, it will fall short at the maximum range in the direction of cast. -Ruxin cannot pick up an enemy Ruxin's shield, unlike Draven. -Neutral monsters hit by the shield will temporarily be ignored by unit collision. This is an invisible debuff and is intended to make it easier for Ruxin to pick up his shield.

If an enemy is already slowed, they will become rooted instead. Shield Unequipped: Ruxin's shield is pulled back to him dealing (% of magic resistance) magic damage to enemies it passes through.------------------------------------------------------[E] Shield Equipped: ? Shield Unequipped: ?------------------------------------------------------[R] Mimicry -Cost: 50 Mana -Cooldown: 20/16/12 Ruxin creates a magical barrier that lasts 1.5 seconds, blocking the next enemy ability used on Ruxin. If an ability is blocked by the shield, Mimicry is temporarily replaced with that ability for 5 seconds. This effect has a separate cooldown from Mimicry that is equal to the ability blocked and is only incurred if the ability is casted.-Mimicry is a self-targeted spell shield. -Mimicry can block multiple abilities if they strike Ruxin at the same time, as is the case with all spell shields. -Mimicry has no cast time and does not interrupt Ruxin's previous orders. -If Mimicry is active at the same time as Banshee's Veil and Ruxin is hit by an ability, both spell shields will pop. There is no order of priority where one pops before the other.
I am looking for help finding fair numbers for his abilities. I do not even know where to start looking for numbers for his W. I am having a creative conundrum trying to think of what he could do with his E. Any suggestions?
I am also looking for more feedback on the concept. I will develop the concept further if I get more of a response. I am working on a picture of him. I would love to come up with some more in-depth story for him. Any ideas for a story about a yordle living in Noxus?
TL;DR: Ruxin is a strong enough yordle to represent Noxus. Ruxin's Q is like Olaf's Undertow, but instead of an axe, it is a shield and he can cast his Q a second time to dash to his shield. Ruxin's W can return his shield to him and/or slam the ground stunning or slowing enemies in range. Ruxin's R is a spell shield that copies spells that it blocks.
