New Champion Concept (WIP - Just the basic idea)

i had this idea floating in my mind of a champion, probably a high utility mage, that interacts uniquely with the uncommon types of CC and debuffs

so things like Zoe's Drowsy, Ornn's Brittle, Singed/Cassiopeia's Grounded and Graves/ Quinn/Nocturne's nearsighted

my idea was

Q - a soft CC ability with low-moderate damage, when hits a target that is asleep it triggers the bonus damage without consuming the sleep allowing someone else to trigger the bonus damage too

W - a Hard CC ability that deals moderate damage and if hits a Brittle target it reduces resistances along with increasing the CC duration

E - a wave clear ability that deals moderate-high damage and when used on a Grounded target it applies a powerful slow and/or attack speed reduction

R - a high damage AOE ult that fears nearby nearsighted enemies for the duration

obviously these abilities will have their own special effects that makes the champion viable without these champions, but also have these special effects as a small bonus to make some interesting team/combo synergies that wont happen too often for how uncommon these debuffs are

what do you all think?

A champ that heavily synergizes with 3% of the champion pool.

Avoid synergyes with Zoe's sleep and focus on 1 or 2 of these: Grounded, Brittle and Fear CC.
