When will Yorrick get a rework?

I saw a list of champions posted by riot a little while ago who were in line for a rework but yorrick wasn't in there. Whenever I check he's always in the top 5 LEAST played champions. Reworking him into a playable champion would essentially be adding a whole new champion to the roster. Why does riot waste their time reworking people who really don't need a rework like Shen and ignore a champion who they have admitted is toxic and bad for the health of the game. Is it possible that there is some hidden reason they don't want to rework him? One more thing, if they did rework him, what abilities do you think they could give him to make him balanced and fun but retain his gravedigger theme?
