@Riot - Skin Idea usage question...

Whenever you see a skin concept from another player/outside source and you decide you actually want to make that skin, how does the process work? Do you contact said person and ask for permission and work out details, or do you just do it? Do they get the skin for free on release?

I just want to know how the process all works for that.
