Just a really legit question. I thought it was based on impact in ranked play, etc, but I don't think so now. Maokai was fairly popular for the first month or two, but I haven't seen him played in months, nor has he even been banned. Just confused is all.

The decision to give Maokai this year's Victorious skin is extremely questionable. Even Ekko had a far greater impact on top lane than he did, but shouldn't this year's skin go to a midlaner? In that case it should have been Cassiopeia, this girl hasn't had a single skin in 1331 days now and the number just keeps growing.

It takes riot roughly 4 or more months to make a skin for champion, that is design all the way through animation ect.
Mao in the 1st split this season was consider one of the few solutions to tank Ekko and had a huge play rate early on. He was considered the go to to combat abuse case champs, while still actually playing his true style. This is probably the reason he was picked.
victorious skin is free, so they give this skin on an unpopular champions who doesn't sell a lot of skin, and they give championship/challenger skin to popular champions who sell a lot of skin, you know profit and money, that's the reason
Because Riot doesn't give a shit. They claim they care . . . but they don't. They don't even follow the rules set fourth for the victorious skin line. Seriously . . . how is he picked over GP, Azir, Karma or Jhin? He shouldn't be. They just want a reason to give him a skin that is why. Riot is a bunch of hypocritical, lying, and uncaring morons. They don't care about the champions or the players. They care about what they can sell. Morons.
