[Rework Concept] Soraka, Emissary of the Stars

Passive - Wish Upon: When an allied champion drops below 30% health anywhere, Soraka can cast Starcall outside of it's standard range, causing it to gain unlimited range and a larger projectiles size. Wish Upon can only heal allied champions and ignore enemy champions. After Soraka uses Wish Upon, this passive is placed on cooldown for several seconds.

Q - Starcall: Soraka pulls a star from her celestial body and hurts it in a target direction, draining her of both mana and health upon cast. If the star collides with an enemy champion, they are dealt magic damage and slowed, which decays rapidly, and Soraka is Rejuvenated, causing her to restore health over a few seconds.

• If Starcall collides with an allied champion they are healed, and Soraka gains Celestial Blessing, causing Starcall's cooldown to be reduced but causing the cost of Starcall to be increased for a few seconds. The duration of the increase can not be longer than Starcall's normal cooldown.

W - Astral Infusion: Soraka throws a belt of stars in a target direction, tethering and dealing magic damage to enemy champions and monsters hit over a second. Allied champions hit become tethered to Soraka for a few seconds. While tethered Soraka's allied champion can attack from Soraka's location and certain abilities will cast a copy from Soraka's location, damage dealt from the copied ability is halved and capped.

E - Equinox - Passive: Allies healed by Soraka's Wish Upon create an Equinox around them.

• Active - First Cast: Soraka creates a zone within that silences enemy champions standing on it. After 1.5 seconds the zone detonates, dealing magic damage to all enemy champions within and briefly rooting them.

• Shooting Starchild - Second Cast: While an Equinox is active Soraka can recast this ability and she becomes a shooting star and dashes to the center of the active Equinox, immediately detonating the area when she arrives.

R - Salvation: Soraka unleashes her true celestial form for several seconds. Soraka gains extreme movement speed, Starcall no longer costs health, and Soraka can ignore terrain. For the duration Soraka's basic attacks deal bonus magic damage and heal her nearby allies for a small percentage of the damage dealt.
