#General Concept
A revered and kind-hearted priestess of Ionia, Mikoto's duty is to maintain the balance between humans and various spirits. Following the Ionia-Noxus war, Mikoto learns that Varus has released an ancient evil, accepting its power as his own to take revenge on the Noxians, and now Mikoto seeks to stop him and return the evil power to its seal.
Mikoto is a marksman Champion whose damage, including autoattacks, is purely magic damage. Mikoto builds attack damage and attack speed like other ADCs, but does not deal any physical damage, forcing opponents to treat her differently from other marksmen. She excels at pushing, team fights, and generally dealing large amounts of multi-target DPS. Offsetting this, however, is her complete inability to critically strike; this is replaced by receiving bonus magic penetration from sources of critical chance.
In terms of what she can bring to a team, Mikoto can be very helpful to have if her teammates are otherwise physical-heavy. In general, most teams that have physical damage in the top, mid, and jungle positions will end up vulnerable to being countered by armor. With Mikoto, that vulnerability can be covered by her magic DPS. She also serves very effectively as a pusher and counter-pusher, able to wipe out minion waves very quickly and efficiently.

Statistics (in-progress)
#Abilities
(this kit is subject to change; don't freak out if something looks overpowered!)
P - Spirit Medium
Mikoto’s basic attacks deal magic damage instead of physical damage, but cannot critically strike. Each 1% in critical chance instead gives Mikoto 1% penetration against bonus magic resistance (this includes MR from runes, masteries, items, and buffs), up to a cap of 30%.
Q - Yin-Yang Orb
Mikoto launches an orb (skill-shot) that deals magic damage to the first enemy it hits, then bounces to the closest enemy up to 4 times. Each bounce deals increasing damage. Max. 5 targets struck. Can't hit a target more than once.
W - Purification Amulets
For X seconds, Mikoto gains increased attack speed and each attack launches 4 spirit talismans at fixed angles in a narrow cone. These talismans deal magic damage to the first enemy they hit.
Enemies can intercept multiple talismans, but do not take damage from talismans beyond the first, or if they are the primary target of her basic attacks.
E - Balancing Phase
Passive: Your basic attacks apply a mark to your primary target (doesn't include secondary targets) for a few seconds. You can only mark one target at a time. (An indicator also appears to show whether you are "far or close" to your target in relation to the active effect.)
Active: If you are further than X distance from your marked target, you blink a fixed distance toward it. If you are closer than X distance to your marked target, you blink a fixed distance away from it. In either case, you also gain Y% bonus movement speed for a brief time after blinking.
R - Fantasy Seal
Mikoto seals a large circular area with spiritual power for X seconds, slowing all enemies in the area and granting bonus movement speed to all allies in the area. Enemies inside the circle have 20/30/40% of their bonus magic resistance ignored by Mikoto (this includes MR from runes, masteries, items, and buffs).
When Mikoto strikes an enemy inside the ring with a basic attack or damaging basic ability, the target sends magical bolts out at all other nearby enemies inside the ring, each bolt dealing light magic damage. (doesn't stack with itself)
#Tips
Playing as Mikoto
- Even though you deal all magic damage, you should build attack damage and attack speed rather than ability power.
- Watch how close you are to your enemy before using Balancing Phase to ensure you don't blink in the wrong direction.
- Try to keep your enemies inside Fantasy Seal's area to be able to inflict massive amounts of multi-target damage.
Playing against Mikoto
- Don't be fooled! Mikoto might be a marksman, but she deals only magic damage, so armor is useless against her! Get magic resistance and health instead!
- Mikoto's Yin-Yang Orb does the most damage to the last target it bounces to. If you can't avoid it, try to be one of the earlier targets it hits to reduce the damage you take.
- You can soak up all of Mikoto's Purification Amulets if you are right up in her face, and you'll only take damage from one of them.
- Fighting as a group inside Fantasy Seal tends to be a very bad idea. Don't get caught bunched up in it!
Background (WIP)
Trivia
- Mikoto is designed to be an expy of Reimu Hakurei, one of the protagonists of the Touhou Project franchise.
- Mikoto is friends with Karma and Irelia, but enemies with Varus, Zed, and Syndra.
#Design Intents
- Mikoto is designed to be strong against crowds, but weak in duels.
- Lacking the ability to critically strike, Mikoto's single-target DPS is lower than other marksmen. She compensates for this with her ability to deal high amounts of multi-target damage.
- Mikoto is not meant to scale well with AP, but scales quite well with AD and AS.
- Mikoto is not to have any ability that can deal a % of an enemy's health, making her weaker against high-health tanks and fighters.
- Mikoto gives a team the ability to take several other physical damage dealers while having a marksman who can deal purely magic.
- Mikoto lacks burst capability, but her damage-over-time can be impressive, especially against multiple targets.
- Ideal items for Mikoto include Runaan's Hurricane, Wit's End, Infinity Edge (which gives her magic penetration instead of crit strike), and Bloodthirster. She does not want (or need) a Last Whisper, Youmuu's Ghostblade, or Black Cleaver.

makes a minion immune to all magic damage. Meaning that Mikoto here wouldn't be able to harm the minions under this items effect. So perhaps a little change to the passive might be in order.
