's Q, Blinding Dart, is a toxic abilty.

Q- Paralyzing Narcotic/Dart Teemo coats a dart in a delayed paralyzing toxin. The target affected will be rooted for .5/.75./1/1.25/1.5 seconds (2?) seconds after being struck.
It probably would deal less damage, maybe lower the AP scaling?
I think this would be an interesting mechanic, especially for .
After being rooted, could place a shroom under them and have it go off.
The change could make him more useful against mages but 's main role is too be an extreme lane bully. Since most top laners are AD scalers the instant blind is better for him. Another one of 's main roles is to kite people, mainly into ambushes or shrooms. Paralysis would dissuade 's role as a kiter by either making people believe that already got away (and stop chasing) or smash him with a gap closer (the blind is better against the initial burst of some gap closers like 
's). While the idea of a paralysis is interesting, I think it would undermine 's role in top lane too much.
Of course, if this change would go through, it'd be a skill shot, correct?

Interesting suggestion, though I'm not convinced this would "fix" Teemo. Sure it would help him against non-auto attack champions but his kit is still a bit... basic.
Why not change his Q to a straight-line piercing skillshot.
Blinding Dart RANGE: 725 COST: 60 / 70 / 80 / 90 / 100 MANA COOLDOWN: 8
ACTIVE: Teemo shoots a piercing dart in a straight line at the enemy, stunning the first enemy hit for .5 seconds. The dart can hit one more target. All targets hit are dealt magic damage and blinded for a short duration. MAGIC DAMAGE: 100 / 140 / 180 / 220 / 260 (+ 80% AP) BLIND DURATION: 1 / 1.25 / 1.5 / 1.75 / 2 Blinding Dart resets Teemo's autoattack timer.
This would make laning far more interesting for Teemo, and would also allow him to scale better into teamfights as he can hit 2 targets with a good Q.
i find teemo to be really good as is, I always Ambush the enemy adc by turning invis with shrooms around me, my team then commences to intiate the fight with us usually winning.
