Half of these champions deserve a legendary skin this year at least. Honestly stop doing legendary/Ultimate skins for champions who have dozens of Skins already like Ultimate miss Fortune makes no sense

Having dozen of skins doesn't mean shit if the champion is really old since half of those skins are just chromas or costume changes from 6 years ago. I think that the first candidates that should be getting legendary skins are older champions who either don't have a lot of skins or have lacking voice overs but function fine in game without needing a rework any time soon. For example, champions like 
Also champions that are old BUT got a full VGU shouldn't receive a legendary skin before others. Champions such as are literally considered like new champions since they got brand new kits and voice overs not so long ago.
