Change Wit's End to help ADCs come back
Let's face it, 98% of the time you're building magic resistance to avoid getting popped. 
has to stack up part of its magic resistance, so it's not that useful for that job. It also doesn't scale well. It also doesn't help burst magic damage since you have to stack up the reduction.
It's outshone by 
and 
for attack-focused champions, and 
for magic damage champions.
It's one of the least-purchased full items in the game. What if it was reworked into something that helps ADCs powerspike at 2 items again? Just swap out the cloak for another cloak, and tweak the passive a bit. Take a look:
Cost: 2600g
40% Attack Speed 30% Critical Strike Chance Unique Passive: Basic attacks apply a bleed that deals 20 (+50% bonus AD) magic damage over 1 second (10 (+25% bonus AD) every .5s).
It's 84.6% gold-efficient without the passive, in case you thought it seemed OP. A BF Sword would bring it to the DPS of the current Wit's End with 1.0 AS.
The stats make it unattractive for fighters, and it could be made ranged only if need be.
The passive counters armor in general but also counters 
since it's a bleed. And the tradeoff over a 
upgrade is no movement speed.
The reason it would be good would be to give ADCs a 2-item powerspike that scales into late game, but not so much as to make it a "must have" item. It gives ADCs an option to deal with fed tanks/bruisers, but it doesn't provide a big powerspike without some AD to back it up, so it won't break laning phase. It doesn't slow down an ADC's critical strike buildpath, so it wouldn't change the meta much, unlike how armor pen did.

, here are the differences. Shiv is bought for burst and for waveclear. Wit's End would be bought for DPS.
