They're not under her dress, they're simply not there.

Other champions such as Kassadin also lack legs.

He's just being an idiot. He doesn't realize that the reason Sona hasn't had legs with her other skins, is to save on pollies and reduce uneeded CPU usage for a model of which part of it you will never see anyway.
