Can We Get Old Zeke's Back (But In A New Form)?

Now that we're looking into AP itemization changes, I was wondering if it was possible to add a form of old Zeke's back into the game as an option for supports.

My thinking is building up charges with allies, like we did with old Zeke's, but when you reach 100 charges, you get a bit of bonus adaptive AP or AD for a short period of time.

I'm thinking charges should build faster when BOTH allies work together and attack the same objective/champion (or possibly not the same objective/champion, necessarily — but just attacking in general). If only one is doing the work, then charges will build at a much, MUCH slower rate.

I think not only would it encourage people to move away from feeling the need to buy the heal and shield power items, even if they are enchanters, but it'd also encourage people to play more aggressively on the enchanters (rather than just be heal/shield bots) and even feel less of a need to have to play enchanters (but rather, mages like Zyra, Brand, Lux, Xerath, Vel'Koz, etc.), due to lack of supportive (and cost-efficient) itemization.

I'd like to know what you guys think.
