Cosmic Reaver Master Yi came out this year. What is the favoritism? I was half expecting to see Shen get a skin but here you are giving it to, a second skin this year, a popular champion. I do not get you guys. Is the favoritism true?

Yes. It always has been tbh. Popular champions tend to get more higher quality skins like Ahri and Ezreal. There are some outliers like Chemtech Trynd though.
