Duke is something like Trundle or shyvana. Tanky, good damage, but lack of CC. However Duke does things differently, while shyvana just do shit tons of on hit, and Trundle just literally eat tanks, Duke gains his damage by keeping his health bar full.

NUMBERS ARE FAR FROM PERFECT

Passive

Sword of Serpent When attacking the same side of enemy twice, Duke will deal 6% of Duke's current health as a bonus magic damage

Duke's skills have a special effect when activated on River or Area of Water

Bonus damage if you can hit one of the enemy's side twice. However in teamfight, this will be hard because, you know, you hardly see your champion.

First Skill

Hardened Blow Cooldown: 8

Duke's next basic attack will cleave, which damage nearby enemies by 30/40/50/60/70 + (1.0 AD) physical damage. The cooldown of this skill is reduced by 2 seconds if Sword of Serpent activated.

On Water : Instead of cleaving, Duke's next basic attack will splash the water. Knocking up enemies nearby by 0.1 sec, and dealing 20/40/60/80/100 + (12% Duke's current health) magic damage.

Your only wave clear. Good for split pushing. On the river, this is your greatest damage dealer. Good damage + AoE + Hard CC, you will want to use this skill properly

Second Skill

Unbreakable Cooldown: 16/14/12/10/8

Duke gains 20/30/40/50/60 armor and MR for 5 seconds.

On Water : In addition of the bonus armor and MR, Duke covers himself with water that will act as a proxy. Storing 5/6/7/8/9/10 % of damage taken (after mitigated by armor/MR). After 5 seconds, damages stored in the proxy will be applied to Duke as True damage.

On the land, it's just another generic armor/MR bonus. However on the river it's a great tool for tanking and damaging. You can live 10% longer with this skill. And since the proxy stores 10% of damage taken, it means your overall current health is increased, resulting in increase of damage

Third SKill

Motivate Cooldown: 22/20/18/16/14

Duke motivate nearby allies, giving them and Duke 10/20/30/40/50 bonus AD for 8 seconds

On Water : The bonus AD is halved. However, Duke also motivates the soul beneath the river. Summoning two ghost that will attack the last unit attacked by Duke. Ghost's max hp is equal to 150% of Duke's current health. Ghost's AD is equal to 60/80/100/120/140 % of Duke's AD. Ghosts last for 8 seconds

Again, on land it's just another generic bonus AD. But on the river, you can summon 2 ghosts that will aid you. This skill is one of the reason why DUke is a good jungler, you can cast this skill on the river, and bring your ghosts to tank jungle monster

Ultimate

Eurybia Cooldown: 120/100/80 Range: Global

Duke summon a ship that appear in the river. Eurybia will move toward the pointed location. Ally nears Eurybia gains 25% movement speed. Eurybia has 300% of Duke's current health. Eurybia has no armor and MR. Eurybia can be damaged and CC'ed (excluding taunt, charm, and polymorph)

Eurybia has 400 ms When moving, Eurybia builds bonus movement speed for up to 150

When reaching its destination, Eurybia will sink and leaving an Area of Water for 8 seconds. If Eurybia collide with an enemy champion before reaching its destination, Eurybia will damage nearby enemies by 100% of its total movement speed as magic damage and stun them for 1 seconds, then Eurybia will sink and leaving an Area of Water that last for 10 seconds

Area of Water : enemies on this area will be slowed by 20%. Duke's ability will act as if he was on the river.

The most difficult skill shot to land. Eurybia will always come from the river, it's mean if teamfight happen in the enemy/your inhibitor, Eurybia has to go all the way to the base. Hitting xerath's ult is hard enough? What about a projectile that move with 400 ms? Crazy right? You have to become master of prediction to do this

The best chance to use this ult is when the enemy hug their Turrets. They try to defend their turret, making their position is a fixed point. Now they have 2 choices, eat the stun, damage, and possibly a dive or just let the turret destroyed

AAAAnd His ult can be used for something else though. For example, as a sivir-like ult. Or if you won a teamfight on the river, you can use this ult to rush to the enemy nexus. Profit !!

well, I just looking at other champion concept in the "New" section, and most of them are downvoted and have no replies. I think this board doesn't worth my time, since people just downvote you and give no reasoning. From now on, I'll spend my time on something more useful.

How do I use his ult if I'm on twisted treeline, dominion, etc

I'd be careful with how much power you load into his river-enhanced abilities. Outside of the river or the spot created by his ultimate his current kit would be bland as all hell.

That said, the ideas you have are really cool - you get a +1 from me. The ultimate is great. My suggestion is to see if you can create opportunities for Duke to be successful outside the river, if only occasionally / marginally.

I have a sort of similar champion concept, who started with the idea of having increased effectiveness while adjacent to terrain. I'd love some feedback :)
