AlienPrimate2 votesI think you need lessons in math. Teemo is oom (he would never be oom) and auto attacks a single time to recover 82% of his max mana over 4 seconds. Seems balanced.
Maybe you should change the percentages to 0.5% and 1% and you might have something worth looking at.

Remember it scales off the missing mana, so every tick of dots will restore less and less, it's targeted towards DoT champs cause they can proc it multiple times in a short span of time but it's not completely broken on them

You also have to keep in mind that no spell is ever going to cost more than 25% of the mana pool on any champion. This means with just this item, any champion DoT or burst would have infinite mana.

As I said I accidentally typed Max mana instead of Missing mana
AlienPrimate2 votesAs I just showed you, this is what would happen if a 0 mana Teemo auto attacks one person with 25% missing mana gained per tick. It doesn't matter that it is missing mana when you set it to 25% every time you damage something. The best mana sustain item they ever made was the old Athene's and that was 2% missing mana regenerated per second.
