Illegra, the Freelance Merchant
Passive - Make Trade, Not War - Illegra gains 3% of all gold purchases on either team as gold in her own gold resevoir. When near a minion she did not kill, she gains 35% of its gold value.
Q - Rending Dervish - Illegra quickly draws her dual swords and throws them in a line 55 units wide, and 850 units long. If they make contact with an enemy champion, they slow them for 15/25/35/45% and apply a stack of "Rend" to them. If an allied champion attacks an enemy champion afflicted with at least 1 stack of this debuff, they deal 60/70/80/90/100% of Illegras attack damage as bonus damage, and slow the target for an additional 10% per stack. Only 3 stacks of "Rend" can be active on one enemy champion at one time, but it can be applied to all enemy champions at once. Cooldown: 10/9/8/6/5 seconds. Cost: 35/45/55/65/75 mana.
W - Nomad - Illegra calls upon her years of wandering Runeterra to grant her and all nearby allies 10/15/20/25/30% (+0.1 AD) movement speed. If Illegra is injured when she casts this, she restores 10/15/20/25/30% of her missing health to herself, and half of the amount to all nearby allies. *Cooldown: 18/16/14/12 seconds. Cost: 60/70/80/90/100 mana. *
**E - Keys To The Market - **Every 70/60/50/40/30 seconds Illegra gains one "Discount" charge, and can hold up to 4 at once. This charge will appear as an activatable item in her trinket slot, meaning she cannot purchase trinkets at all. When used on a friendly champion within 600 range, one charge will be expended, and the champion affected by it will have a permanent 5% cost reduction to all items bought. This effect is permanent, and can stack up to 5 times on one champion, for a total of 25% cost reduction on purchased items. However, Illegra cannot distribute this buff to herself. She can distribute it to all team members freely. When used on enemy champion, it has the reverse effect, permanently increasing purchased item costs by 3%, but can only be cast once on each enemy champion, meaning it can't stack. (So eventually, you could have everyone except her on a team have 25% reduced item costs, and the whole enemy team with 3% increased item costs.) Additionally, If Illegra activates this ability, any ally champions within 1250 range will be healed for 100/125/150/175/200 (+0.05 AD) per stack of "Discount", and will consume all charges on the allied champions.Trinket Buff: No Cooldown. No Cost. Active: Cooldown: 30/27/24/21/18 seconds. Cost: 20/40/60/80/100 mana.
**R - Freelance Guard - **Illegra raises her privateer banner, drawing her dual dervishes, losing all of her current abilities and effects from them (Including her passive) , and gaining a new set of abilities, along with being able to attack enemy champions. Additionally, while in Mercenary form, Illegra gains 150/200/250 health and 15/20/25 attack damage. Mercenary form abilities scale with ultimate level. Using this ability while in Mercenary form will revert Illegra back to her normal form, and restore her abilities, including her passive. *Cooldown: 6/5/4/3 seconds. Cost: 10/30/50/70 mana. *
Mercenary Form Abilities
Q - Sundering Dervish - Illegra lashes out in a quick flurry of strikes in a 400 unit semi circular cone in front of her. During this time, she is able to move normally and cast abilities, but cannot change the direction of her strikes. She can cancel this ability while it is still going by reactivating it. This series of swift strikes shreds the opponents armor and magic resist for 10/15/20/25% of their max armor and magic resist for 6 seconds. It also deals 25/50/75/100 (+0.35 AD) physical damage to any targets caught in the cone every second. Finally, this ability lasts 2/3/4/5 seconds, and can be interrupted by CC. Cooldown: 15/12/9/6 seconds. Cost: 55/65/75/85 mana.
W - Mercenary Comforts - Illegra passively generates 4/5/6 gold on every instance where she takes damage or deals damage. She is also able to activate this ability to heal herself, and all allies around herself in a 500 unit circular area, for 200/225/250/275 (+0.05 AD) at the expense of canceling the passive effect. *Cooldown: 22/19/16/13 seconds. Cost: 45/65/85/105 mana. *
E - Lock The Gates - Illegra stops generating "Discount" charges while in mercenary form, and instead begins to generate "Ban" charges passively every 40/30/20/10 seconds, and can hold up to 2 charges at one time. Every time Illegra deals damage or hits an enemy champion with a spell (even in her normal form) , if a "Ban" charge is available, it will be consumed and applied to the enemy champion. This debuff lasts 5/8/11/14/17 seconds once an enemy champion enters their own fountain, and bans them from using the shop for the duration of the debuff. (Can be removed by Cleansing effects.) Additionally, if Illegra activates this ability, any enemy champions within 1250 range, will be dealt 50/75/100/125 (+0.35 AD) physical damage, and will be slowed by 20/30/40/50/% for 3 seconds. Only one stack of "Ban" can be applied to an enemy champion, but can applied to all enemy champions at once. *Debuff: No Cooldown. No Cost. Active: Cooldown: 24/20/16/12 seconds. Cost: 50/70/90/110 mana. * Base Stats

Finale Notes: I envisioned Illegra as a support champion in the botlane who has a higher gold income than most other supports, but trades the ability to actively poke all the time for it. However, when she raises her banner, she loses most of that gold income, most of her supportive power, and is able to help out in other, more damage oriented ways. She is also rewarded for being aggressive when shes goes into mercenary form by her Merc. W's passive. I'm not entirely sure how this champ would work out in execution, but no really does aside from general conclusions. All I know, is that as a support main, it'd be nice to seem some variety in the support champion roster outside of "passive sustain", "All In", and "Poke". I feel she adds some interesting gameplay mechanics, such as her E in both forms.
Also, you could theoretically attack enemy champions with basic attacks in her normal form, by buying a Runaan's Hurricane and attacking a minion thats near them, and having one of the bolts hit the enemy champion.
