Just so it's close to price of 
. Although still makes sense as it would give mages a bit more survivability just like how

Combine cost?
Any AP champion without the need for mana sustain could take this item and basically ignore any midlane mage.
AP for damage. CDR to spam. MR to block. MS to side-step and re-position. QSS to escape.

The idea is a good idea,it’s the assasin for mages,but mages are in the back line, so they won’t be open to be cced,if your talking Bali the instance they get ganked then it can be good,but should it be ranged only?,because if you think about it,melee mages are assasins,

, they have there escapes, I mean except for Evelynn, and this item can be abused by hybrid champions such as kaisai,since she gets 2 qss, even if they were to share a cd, if she puts them next to each other she can misclick, and still get qss, any thoughts?
Whilst the idea sounds nice, I like this version better:
Cost: 3600 gold.
AP: 80.
Magic Resistance: 35.
Cooldown Reduction: 10%.
Unique Active - Quicksilver: Removes all crowd control debuffs from your champion and grants +50% movement speed for 1 second (90 second cooldown).
Builds out of: + + + 550 gold.
This basically just makes it a copy pasted Mercurial Scimitar with the Lifesteal switched out for Cooldown Reduction.
