No, it's not. Vayne saw 0 LCS play 80% of the season. Even in the most recent games she's barely seen play.

Like Morgana last year, the victorious skin is generally a champion that was BOTH

widely used in Solo-queue and the LCS
AND made a significant impact on the meta.

If it it is an ADC and not Azir, the only choice is Sivir. Yes, she fell off, but she defined a large part of the season, and she would've been very strong when they started trying to pick the skin.
