So I know that Poppy, Yorick, Taric, and Urgot won't get skins until their relaunches are finished..
but what if they are among the champions requested to receive skins by the team that won worlds? Then what?

It's a courtesy that Riot gives to the winning team members to choose their favorite champions for skins. The final decision would likely wind up in Riot's hands. If, for example, SKT Marin really wanted a Yorick skin, Riot would look at his champion pool and say "Well, he's played Rumble, Maokai and Gnar this season, we'll go with one of those."
It's happened before. PawN wanted someone else for his SSW skin, but Riot gave him Talon with the Captain's jacket instead.
They would receive a skin that would be updated upon re-release.
