It's a courtesy that Riot gives to the winning team members to choose their favorite champions for skins. The final decision would likely wind up in Riot's hands. If, for example, SKT Marin really wanted a Yorick skin, Riot would look at his champion pool and say "Well, he's played Rumble, Maokai and Gnar this season, we'll go with one of those."

It's happened before. PawN wanted someone else for his SSW skin, but Riot gave him Talon with the Captain's jacket instead.

Actually, it's not the favorite champions, it's the ones that had the most importance to their competitive run that year

Explain PawN's SSW Talon. Explain Looper's SSW Singed.

PawN had one notable game where he used Talon to kill Faker when any champion with silence was gold (Kassadin, LeBlanc, Talon, etc.) He actually did better with Jayce, but he got Talon instead...

Looper was known in Korean Solo Queue for his Singed / TP play more than the competitive season.
