looks like one of the most neglected champs I've seen.

I guess you haven't been informed of something that has been known since December.Riot is currently working on update Ms. Poppy.It's going to be a Sion level update,which was a new kit & a complete VU with a new voice over. As far as when it's coming out,I do believe Riot is aiming for around Fall of this year.I say aiming because delays could happen &/or I'm completely wrong in my guess. So no,Poppy isn't one of the most neglect champs now.Riot is very much giving her all the love she needs & more.
I actually like the way she looks tbh and I hate thinking of how they will "mutilate" her face with a VU aka make it all anime like as they did on that skin of hers with the red armour on or when they murdered the goat lady with that new Soraka.
I will miss champions who actually look like they have some kind of soul and personality in them...
She looks tough. I like her less feminine and tougher-looking concept. Quite a variation from the usual huge breasted and attractive female champions that Rito loves having. The Lollipoppy skin...is a completely different story...
