Well, for one, he might be a cool champ, but he looks more like a weird on than a difficult one. A lot of thins about him are unclear and depending on their clarification this might be too overpowered or a bit boring champ.
So, i have some questions.

How many rifts there could be? Based on that 3 sec CD there could be about 4 rifts at same time. If you break more than one rift at a same times does bonus damage on his basic attack stacks? If you manage to break all 4 rifts at same time that would cause 200% of AP as magic damage. That is insane and would never be added to the game.
Now if only one rift can be present at a same time, and new rift appears only when old rift is gone, then that would make a lot more sense, but 3 sec cool down still would be too short. Your abilities shouldn't depends some much on random rift placement.
_Q: Portal Blast- _ Noshborne teleports himself to a nearby location, dealing 40/80/120/160/200(+35% AP) magic damage to nearby enemies and increasing his attack speed by 12% for 5 seconds, stacking up to 5 times. Hitting an enemy champion reduces all of his cooldowns by 1 second and auto attacking an enemy champion reduces the cooldown of Portal Blast by 2 seconds.
Cost: 40/45/50/55/60 mana
Cooldown: 10/9/8/7/6 seconds
Range/Radius: 375/175

Stacking of this ability is useless in early game, because of it's CD. No ability should have part of it useless until you reached high rank of it. That is just unbalanced and toxic.
The 2 sec CD reduction of this ability is plain insane. That is extremely bad and shouldn't even be there. With one attack speed item you could stick to any enemy champion forever. I can't even explain how much this is broken.
You should make something other type of mechanic to play with stacking and CDR, because this ability as it is would be extremely overpowered.
W: Displacement- Noshborne creates a delayed blast(1 second) before he knocks back an enemy champion or one of his own rifts by 500 units, dealing 30/70/110/150/190(+100% AD)(+30% AP) physical damage to them. If he knocks back one of his rifts, it stays in the new place for up to 3 seconds before teleporting back and dealing the passive damage to nearby enemies, but not breaking. The rift comes unstable, however, and causes Noshborne to become invisible for 0.75 seconds if he goes through it and detonates it.
Cost: 80/90/100/110/120 mana

How would you know who you knock back? Is it targeted ability? As you explained it would deal damage to "them", does that mean it will deal damage to your rift?
When your rift teleports back does it do damage in area of its return or enemies between two locations? Why does it have AD scaling?
E: Paradox- Noshborne creates a copy of a rift 300 units to the left of the targeted rift, lasting up to 6 seconds. Noshborne can click on the rift to travel through it, causing himself to become untargetable for up to 1.5 seconds while he can still move around and attack before he teleports back to where he was, destroying the rift he traveled through but creating an image of himself that can move around and attack for 6 seconds, dealing 10/30/50/70/90(+60% AD)(+25% AP) magic damage on its attacks.
Cost: 50 mana
Cooldown: 17/15/13/11/9 seconds

To your left or to rift's left? Does it depends on your location? How close you have to be to travel through that new rift? An where do you travel through it? Does you just enter it an become untargetable? Is teleporting back automatic? Does this rift cope destruction counts towards your passive? With 9 sec CD you could have permanent clone who is by the way way stronger than
ultimate, but it seems you can't control him directly. Still pretty much gamebreaker.
Also, why it have two ranges: 300 and 450? Is 450 a range in which you can click your new rift?
Ultimate: Destroying More Rifts- Noshborne reveals a hidden rift in an area after a 1.25 second delay that lasts for 4 seconds. Enemies and allies alike go flying into the rift if they get too close, causing them to become untargetable for the rest of the duration. Enemies take 150/300/450(+80% AP) magic damage when they leave. Units within 600 units are slowly pulled towards the rift, having their movement speed slowed by 30-99% depending on how close they are.
Cost: 100/150/200 mana
Cooldown: 140/110/80 seconds

ulties fused together. Insane long suppression, tons of damage i think you mean "enter stasis" and not "become untargetable", because that is two different things.
Simply put you would create a black hole that drags enemies to it and the closer they get the more they are pulled into it. As it says "Enemies and allies alike go flying into the rift" meaning you yourself will be affected alongside to your enemies. So, not only this is an insane CC and damage tool, but it could be an escape tool- enter it and wait for your Q to recharge, then escape.
While it is a fun idea to have clone of
who is more focused on riftwalking and dimensional stuff, you idea have a lot of flaws. Not only there is unclear things about it, but also there is too much overpowered stuff. You need to polish it a lot more.
Also, why would you build AD items, when his main damaging ability (Q) scales only with AP? Is it for his permanent clone?
Overall: 8/10 for idea, 4/10 for execution.
