Not sure what sort of champion this is but...

How about one that can revive dead minions, teammates, monsters, etc. These would be permanent revives unless they were killed again. Revived minions and monsters are only worth 1/2 gold and XP. Revived champions are only given 1/2 HP.

Just thought this could be a good starting point.

No just no. Even if it's a support, everyone would just ban this champ without thinking. There's already champs and items that give revives, and not only that but it takes away from the fun and adds annoying and counterproductive crouches.

It doesn't make much sense to revive a minion or monster anyway.

as much as I love the idea, reviving champions does become a big strategic and balance issue. Mordekaiser and Yorick demonstrate that pretty well, since in the case of Yorick , his ult really becomes A) braindead "duplicate self" for more tanking power, or B) replicate ADC, and be effective ONLY if they are uber-fed. I love Yorick, but neither effect is very fun. Mordekaiser is an even bigger problem since he becomes more powerful when his enemies are fed, which is a strategic nightmare. Also, they nixed the summoner spell Revive a while back, because it was a crutch for new/bad players. Lesson: steer clear of revives for champions. (Zilean can do it, but his power is predictable and preventable. Effects where you just walk up to the corpse and revive them automatically are going to be out of the question.)

Reviving minions is a strategic problem too. gathering a posse of regular lane minions which follows you around might actually be pretty fun (sending them back into lane normally may be an option, but something about it just doesn't sit right with me), but with neutral minions... Well, lets take a look at Mordekaiser 's dragon-pet. because he's tied to that single neutral objective, he feels like he's being punished every time he fails to get the dragon pet. It's a balance issue, because he's forced to be weaker without it, because when he has it, it makes him so much stronger. Lesson? --> If he revives neutral minions, he will need to somehow not be tied to any particular objective. Having red or blue buff follow you around might be ok, but dragon and baron could be cheezy pretty easily.

Given those considerations, it may be possible to have a champion based on reviving minions. Just considering, you could have one that gives permanent revive to enemy lane minions slain (either an attack that revives the target on a successful killing blow, or a passive % chance of revives). The champion could accumulate massive numbers of melee and caster minions, and enhance them with item 3060 . having 4-5 minions following you around each of which having been enhanced by the banner? pretty powerful, but if any of them die it's a huge loss, so he'd probably want a healing power too. For that matter, having 5-10 regular melee minions at your disposal for tower siege? fun. Gaining Jungle monsters that follow you around the jungle, and tank other jungle camps for you? yes please... except that's kindof broken.

In conclusion: I would love a champion like this, but I don't think it's going to happen.

The whole point is that it's different. There's nothing like it. You might be able to compare it to Heimer's turrets or Azir's soldiers but they're not exactly the same.

I like where Kaeblen was going with it, having the revived minions follow you around. Adding the ability to let Banner of Command be used on any number of minions you have following you would be awesome as it wouldn't then be just more CS for the enemy team's mage.

Like I said, this would bring an entirely new strategical play to league. :)
