First off, they'd still be free for gold+ people. I'm fine with that.
However, should riot allow others players to buy Victorious skins at the standard price? Not every one plays ranked. Not everyone is good enough to hit gold. Gold 5 or higher it about 15% of the player base. Should those players have an opportunity to get this line of skins?

Gold is not 15% of the player base. Gold is about 20% of the RANKED player base, mostly due to Gold 5 being near impossible to be demoted out of. Otherwise it'd be more like 5%.
A minimum rank of Gold for a Victorious skin must be the minimum requirement, Gold is already bottom-of-the-barrel.
However I believe at least Plat+ players should be allowed to buy previous season's Victorious skins since almost no one was around for during those times relative to the current population of players.
Yup.. If you started late or were unable to obtain gold or higher, you should be able to purchase if you want.
No, because why even work hard to reach gold if anyone can get the skin, I myself am a Diamond player and I have been working hard all year to get there from silver just a year ago.
Reward those who deserve rewarding. If you aren't good enough this season or couldn't quite get to your goals, then that's tough luck to be honest. Try harder next season and in the pre-season and hopefully you'll get the next one. These are also FREE SKINS, they don't have to give us anything for free if they don't want to. It should be rewarded to the playerbase who is striving to be better and obtain the rewards, not the community who THINKS they deserve it. I missed out last season on the Elise skin (I was super pissed and mad at myself), but I didn't cry out "let us buy it rito even tho im not good enough pls".
If you reach gold you should get every victorious skin from when you started playing, that way you still earn them, but you will earn all of the ones that could have been available to you.
I play bots most of the time and I would love to have the victorious Morgana skin but I know those skins belong to people who have earned them. It would devalue their purpose and make them less unique if anyone could just buy it.
