Take some of Twitch's skins out of the vault permanently

Twitch has 7 skins in total (not including base) and only 2 of them are available for purchase. Whyyyyyyy???

I can see why they were put in the vault in the first place though, because before the visual update most of them were pretty crappy skins. But after the rework ALL of Twitch's skins are really awesome, but they are just not available! It doesn't make sense for a champion to have so few available skins when there are so many made for them.
