[Champion Concept] Arcana, the Elementalist

I came up with this champ this morning, and I think they're a more unique champ overall. I'd imagine them to work as a potential support.

Passive: Elemental Master: Whenever Arcana casts a spell, the cooldown of every spell is reduced by 1 second.

Q: Hands of Fire: Arcana imbues an target and himself with fire. If an ally is imbued, theyre basic attacks deal 15/25/35/45/55(0.40 AP) Magic damage every second for 5 seconds. If an enemy is imbued, they deal the same damage to themselves with every auto attack.

W: Palms of Ice: Arcana imbues a target and himself with ice. Allies will gain a 5/10/15/20/25% slow on basic attacks while enemies basic attacks haste the targets of the basic attack by half the amountof the slow.

E: Strike of Earth: Arcana launches a burst of earthen magic towards a champion, dealing 75/100/125/150/175(+0.45 AP) Magic Damage and are stunned for .5 seconds and applying a stack of Earthen energy on them. if Arcana strikes this champion with Strike of Earth within 5 seconds of applying this stack, the target takes double damage and the stun is tripled, as well as a 99% slow for .5 seconds afterwards.

R: Path of Wind: Arcana charges a stack of wind every 20/17.5/15 seconds, up to a cap of 4. Arcana consumes a stack of wind to dash a short distance, dealing 100/150/200(+0.60 AP) Magic Damage. Additionally, all enemies hit are launched in the direction Arcana Dashes. If an ally is nearby when Arcana casts path of wind, there basic attacks pull enemy champions toward them by 25 units.
