Changes to waveclear

So I was thinking this morning about waveclear, particularly adc waveclear and how it doesn't matter which adc you choose, when you build shiv/runaans waveclear is basically a one shot. So my idea is:

Stattik Shiv: Lightning only bounces to champions. This would retain its potency in team fights (think vayne Q shiv procs) but would protect the wave from being one shot just as easily, forcing the adc to invest time in positioning and waveclear.

Runaans Hurricane: Secondary bolts only target champions. Again this would allow champions like Ashe, Varus, Kog to still be monsters in team fights, but forces these champs to interact with the wave more effectively.

Both of these items would retain their other stats, like AS and Crit, so the overall fighting power of the champion would be unchanged but it would force greater interaction with the minion wave and opponents as a result.

This would hurt melee crit builders, particularly with the Shiv change, so I would introduce:

Thunderous Hydra: (Melee Only) Cost 3500

60AD 20% Critical Chance 15% Attack Speed

Unique Passive - Critical Health: Lifesteal for 25% of your total critical chance from basic attacks. Unique Passive - Cleave: Basic Attacks deal bonus damage of 30 + 150% of your critical chance multiplier on hit to enemies near the target. Unique Active - Crescent: Shoots a bolt of lighting that deals 60 - 160 magic damage to up to 5 enemy targets nearby. Prioritises Champions. Can critically strike. (15 sec cooldown)

Builds out of: item 3077 item 3086 item 1036
