I get it, skins for popular champs is what gives Riot the money flow to keep on going BUT....

If I take a champ like Vel'Koz who has a smaller but yet very dedicated fanbase who's been dying for a new skin, I don't the reason why it's not happening. I bet Vel'Koz mains would throw their money at the screen if a legendary came out... Less volume sold but just as much money from it being a legendary. I simply cannot believe they can actually lose money making skin for less popular champs. It's a skin. Not an entirely new champ. It's still profitable.

For the last time RITO. PLEASE give us a new skin.

Let me make things clear for you. Rito uses the following logic.

The littlest effort for the most income.

This is why legendary skins are getting worse and you see all pay services "lately". This is why you won't see skins on unpopular (not as popular) characters. It would drain resources and time for an income which would be definitely less than using the same resources and time to make the same for a popular one.

Rito does not care about what players wants on the forums. They not even read it. They check statistics about how much a character is played. And so they make stuff for the ones at the top of the list.
